The Most Important Factor: NPQS Registration
The first and most critical question to ask any pallet supplier is: are you registered with the National Plant Quarantine Service of Sri Lanka?
Only NPQS-registered manufacturers are authorised to produce ISPM 15-certified, IPPC-stamped pallets in Sri Lanka. An unregistered supplier cannot legally issue treatment certificates or apply the IPPC mark — regardless of what their sales team tells you.
Ask for the supplier's NPQS registration number and verify it directly with the Department of Agriculture if needed.
What to Look For in a Pallet Supplier
Verified IPPC Registration
As above, NPQS registration is non-negotiable for export pallets. If the supplier cannot provide a registration number, do not use them for international shipments.
Treatment Certificate with Every Order
A genuine ISPM 15-compliant supplier will issue an official heat treatment certificate with every batch. This document confirms the treatment date, temperature, duration, and the pallet count. It is required by many customs authorities and should accompany your shipping documents.
If a supplier charges extra for the certificate or cannot produce one, that is a serious warning sign.
Heat Treatment Infrastructure
Ask the supplier whether they operate their own heat treatment chambers on-site, or whether they outsource treatment to a third party. Suppliers with on-site chambers have tighter control over the treatment process and can more reliably guarantee compliance.
Quality of Timber
The timber species used in pallet manufacturing affects durability and load-bearing capacity. The two most commonly used species in Sri Lanka are rubber wood and Lunumidella — both well suited for pallet construction due to their structural strength. Ask about the timber source and whether it is locally sourced.
Custom Size Capability
If your cargo has specific pallet size requirements — for example, a European buyer requiring 1200 × 800 mm Euro pallets, or an unusual industrial dimension — confirm that the supplier can manufacture to your exact specification with full ISPM 15 treatment.
Delivery Capacity
Check whether the supplier can deliver to your location across Sri Lanka and whether they can meet your order volumes and lead times. Island-wide delivery capability is particularly important for manufacturers and exporters outside Colombo.
